    Suggestion about further categorizing H.S. Code of Seamless Steel Tubular

    • 摘要: 通過對國內(nèi)外鋼管進出口情況的分析了解,發(fā)現(xiàn)我國海關(guān)現(xiàn)行無縫鋼管稅則號的分類很籠統(tǒng),這對加入WTO后我國進行鋼管進出口的分析指導(dǎo)不利。闡述了改進現(xiàn)行無縫鋼管稅則號的必要性及細分的作用,并對比、借鑒美國、加拿大的無縫鋼管海關(guān)稅則號,提出了符合我國國情的具體細分建議。

       

      Abstract: Based on the investigations on the practices of import/export of seamless steel tubular goods both at home and abroad, it is concluded that the categorization of H.S. Code for seamless steel tubular goods currently adopted by Chinese Customs is too general, and is no longer suitable for guiding relevant import/export activities particularly in the post WTO era of China. The necessity and effectiveness of sub-categorization of H.S. Code for seamless steel tubular goods are discussed, and the method for possible sub-categorization in line with China’s circumstances is proposed with reference to the similar H.S. Codes currently employed by U.S. Customs and Canadian Customs.
